NOTICE – NON-RESIDENT CCW APPLICATIONS


Effective immediately, non-resident concealed carry permit applications are no longer accepted online by the South Kingstown Police Department. 

Non-residents who do not reside in South Kingstown and do not own a business located in South Kingstown must submit all required documentation in person to the Public Safety Receptionist at:

Online, mailed, emailed, third-party submissions, applications not presented in person during the hours listed above, and incomplete applications will be immediately denied.


This policy does not prevent applicants from applying through the Rhode Island Office of the Attorney General.


There are no exceptions to this requirement.



The South Kingstown Police Department processes concealed carry permit applications through an online application system for South Kingstown residents and South Kingstown business owners ONLY. All applications are reviewed for statutory compliance and suitability. Incomplete applications will not be processed.


Eligibility Requirements

  • Suitability Requirement (All Applicants)

      • As the licensing authority, the Department must determine that the applicant is a suitable person to be granted a concealed carry permit and retains full discretion in making that determination pursuant to R.I. Gen. Laws § 11-47-11.

  • Non-Resident / Out-of-State Permit Applicants

      • If the applicant is a non-resident or does not own a business in South Kingstown, the applicant must already possess a valid and approved concealed carry permit issued by another state, must be twenty-one (21) years of age or older and must meet additional departmental criteria used to determine eligibility, consistent with R.I. Gen. Laws §§ 11-47-11 and 11-47-18.

      • Applicants must submit all the same required documents as residents or business owners.

      • Only applications submitted in person during the designated times will be considered.


  • South Kingstown Residents/ South Kingstown Business Owner Applicants

      • The applicant must be twenty-one (21) years of age or older and must either be a bona fide resident of South Kingstown or maintain a bona fide business within South Kingstown, as authorized under R.I. Gen. Laws §§ 11-47-11 and 11-47-18.

Application Instructions

  • South Kingstown Residents and South Kingstown Business Owners (Online Submission Requirement)

      • Residents of South Kingstown and South Kingstown business owners must complete the application in full online

  • Non-Resident / Out-of-State Permit Applicants

    • Must complete the application here and submit with all required documents in person as stated above.

     ALL Incomplete applications will not be processed and will be denied after thirty (30) days if not corrected.


  • Proof of Firearms Qualification

      • All Applicants must provide proof of firearms qualification certified by a recognized instructor, along with a copy of the instructor’s certification, consistent with R.I. Gen. Laws § 11-47-11.

  • Identification Requirements

      • Copies of two (2) valid forms of government-issued identification must be submitted with the application.

  • References

      • Three (3) references and reference letters are required for both new and renewal applications.

      • Reference letters must be specific to the applicant’s concealed carry permit application submitted to the South Kingstown Police Department.

      • Letters addressed to other licensing authorities will not be considered and will render the application incomplete.

      • All letters must be typed, dated, and uploaded. Letters must be written by the reference (not the applicant) and must not be identical.

      • Failure to comply with these requirements will result in the application being deemed incomplete and denied.

  • Employment-Related Applications

      • Applicants requesting a permit for employment purposes must submit a typed employer letter on official letterhead, consistent with R.I. Gen. Laws § 11-47-18.

  • Formal Written Statement Requirement

      • All applicants must submit a formal written statement sufficient for:

        • Identity verification

        • Applicant accountability

        • Discretionary review by the licensing authority

      • The statement must be typed, signed, dated, and notarized.

      • The licensing authority shall determine whether the applicant is a suitable person and retains full discretion in making that determination, consistent with R.I. Gen. Laws § 11-47-11.

  • License Fee

      • Payment will be processed online after the application has been approved.

      • Do not submit payment with your application.


Additional Information For All Applicants


  • All submitted application materials become the property of the South Kingstown Police Department and will not be returned.

  • All non-resident applicants must include a copy of their home state or state issuing permit.

  • Applications may take up to ninety (90) days to process. Approved applicants will be contacted to complete final issuance steps.

  • Permits are valid for four (4) years from the date of issuance. Renewal is the responsibility of the permit holder and should be submitted no earlier than three (3) months prior to expiration.

  • Permits may be revoked for just cause and remain the property of the South Kingstown Police Department

  • Permits must be surrendered upon revocation, expiration, or immediately upon request by the Department.

  • If a permit was issued for employment purposes, the permit holder must notify the Police Chief’s Office within twenty-four (24) hours of separation from employment.

  • Permit holders must notify the Police Chief’s Office of any change of address during the term of the permit.

  • The Police Department will conduct periodic reviews during the four-year permit term to ensure continued eligibility. 

  • Any change in circumstances that may affect eligibility must be reported immediately to the Office of the Chief of Police via email or by calling (401) 783-3321 ext. 5005.

                  The South Kingstown Police Department does not administer firearms qualification courses.
